On the evening of Friday, March 21st 2025 Officer Chen #3531 answered a call to the residence of my son's mother, Chea Keo. I have been complaining to the Upland Police Department, The San Bernardino County Department of Children & Family Services (workers Nathalee Martinez Lopez and supervisor Mia Moore), and San Bernardino County Family Court about Chea Keo sexually abusing our son since the day of his Catholic Confirmation, August 12th, 2020. Officer Chen was unaware of this history when he responded to Chea Keo's call.
Chea Keo proceeded to lie and misrepresent me, and my relationship with my son. This has apparently exited some sense of Asian racial loyalty within Officer Chen for Chea Keo. After speaking with Chea Keo, Officer Chen came to my house and banged loudly on the door at near midnight. When my son answered the door Officer Chen removed my (special needs) child from my home and began intimidating him and questioning him. When Officer Chen questioned me about what had allegedly occurred that evening at my residence, he lied and told me that he was responding to a call from my son's school, Upland High School. Officer Chen assumed incorrectly that I am not involved in my son's education, because when I questioned him about if he had been contacted by Dr. Dionne Shearer, the school psychologist at Upland High School, he had no idea who I was talking about. This is evidence of Officer Chen deliberately misrepresenting the truth in a professional capacity.
Officer Chen spoke about making some arrangements with my son's mother to have my son declared mentally incompetent to enjoy the autonomy, rights, and responsibilities of adulthood, now that he is 18 years old. This is completely out of line with Officer Chen's rights and responsibilities as a police officer to hold any such conversation about my son's welfare and status with his mother, or anyone else. Officer Chen should lose his badge for such an infraction. By telling me "We're going to do things to his status to make it illegal for you to touch him" proved that he had been discussing the issue with Chea Keo, and that he was not sent to my home by Upland High School. Officer Chen has over stepped his boundaries and interfered in the personal affairs of my child and my family; in a manner he had no right to do. I demand an in-person hearing to discuss this with Officer Chen's supervisors.
When I tried to explain to Officer Chen about Chea Keo's history of sexually abusing our son, he tried to stop me from talking, in an effort to prevent the truth being recorded on Officer Chen's body camera. I asked the Upland Police department to please review Officer Chen's body camera footage from the evening of March 21st, until the morning of March 22nd. This incident is recorded as Sequence number 2025017115. Officer Chen would not allow me to discuss case number 22007005, Detective Leal Garcia, the confessions made by my son at the Children's Resource Center, or the videos of my son confessing to the sexual abuse that was done to him by his mother. I am in possession of one confession video from the very morning of March 21st, 2025, (which is posted on the first page of this web interface) that Officer Chen refused to allow me to show to him and the officer that accompanied him. This behavior will be evident on Officer Chen's body cam footage.
Against my and my son's wishes, Officer Chen removed my son from my home, and returned him to his mother, Chea Keo's home. Chea Keo's toxic narcissistic enmeshment parenting abuse and sexual abuse of my son has intensified since then. My son is suffering from a moral crisis, as he tries to internalize incest. He is struggling with self-hatred and shame, and this is reflecting in his behavior at school. Officer Chen had no right to interfere in my family's affairs, while refusing to educate himself of the facts surrounding the years-old case of sexual abuse. Officer Chen is responsible for the continuing ongoing sexual abuse of my son, who now lies to protect his mother from prosecution for her sexual abuse of him. This makes Officer Chen guilty of sex trafficking my son.
Officer Chen's behavior of the evening of March 21st, 2025 was clearly motivated by his pro-Asian/Anti-black racism, after having gotten lied to by my son's Asian mother, and quite likely an attempt to impress the attractive female officer trainee that accompanied him. Officer Chen showed no regard for the facts of the sexual abuse investigation of Chea Keo, nor for my son's safety and well-being. Officer Chen has deliberately removed my son from the only home within which he can sleep without being sexually violated, into his mother's home, where the sexual and emotional abuse he is suffering has only increased since the 21st of March. Officer Chen's actions have emboldened my son's sexual abuser, who is doing her best to destroy my son's character and to alienate him from me. Officer Chen is acting on his own ignorance and prejudice, while refusing to educate himself of the facts. Officer Chen has deliberately interfered in the personal affairs of my family in ways he had no right to do, which is a clear violation of my civil rights, and he has deliberately placed my son in harms way, by returning him to his mother's home where he is now being sexually abused on a regular basis.
